Henrik Bull, European Free Trade Agreement Court judgewill be the School of Law Distinguished Scholar-in-Residencefrom September 5-8, 2006. This is the second year ofhosting a scholar, with the highlight of the week being akeynote address on Thursday afternoon. In addition, thevisiting scholar spends time with faculty and law students,hosts faculty workshops, lectures in relevant classes, andparticipates in special events elsewhere on campus when thescholar’s expertise is interdisciplinary. The UND School ofLaw warmly welcomes Mr. Bull with great appreciation for hisresidence here. Mr. Henrik Bull has been an integral part of the Universityof Oslo Faculty of Law’s Center for European Law for manyyears. He was a researcher at the Centre for six years,worked as associate professor, and served as director from2002 to 2005. His doctoral dissertation, The Internal Marketfor Services and Capital: Importation of Financial Services,published by The University Press in 2002 establishes himas a preeminent Norwegian legal scholar with the law of theEuropean Free Trade Association (EFTA) and the EuropeanUnion. For over a decade, Bull has been a contributingfaculty member in the UND Law/University of Oslo summerexchange program.Bull is a Norwegian visiting from Luxembourg, and iscurrently Norway’s judge on the EFTA court. He took theoath and entered into office as Judge at the EFTA Courton January 12, 2006 beginning a five year term of office.Iceland, Liechtenstein, Norway and Switzerland are membersof EFTA.Prior to being appointed, Bull served from 1985-1996 asexecutive officer, later legal adviser, to the prestigiousDepartment of Legislation in the Norwegian Ministryof Justice. From 1990–1993, he was the Norwegianrepresentative in, later EFTA Chairman of, the Joint EFTAEuropeanCounsel General Drafting Committee on theEuropean Economic Area Agreement. From 1998-2001Bull was an ad hoc member of the College of the EFTASurveillance Authority, from 2001-2005, ad hoc judge of theEFTA Court, and since 2002, he has served as the chairmanof the Norwegian Association for European Law.
